City Council to be back at full strength

The North Little Rock City Council will meet next Monday and it will be the first meeting for Alderman Jimmy Phillips.
Phillips will be sworn in before the meeting.
The agenda features four public hearings and includes the placement of electronic signs, a proposed urban service district and two home condemnations that were held from the last meeting.
Residents in Heritage Park Circle are pushing for the urban service district and among the property owners supporting it is former mayor Eddie Powell, who will be among those serving on the administrative board. Also on the board are Bob Osborne, Dr. Earl Smith and Al Ostedgaard
The district would become responsible for maintaining any common areas or improving them as needed. The areas would include flower gardens, green space and the brick walls that line McCain and North Hills boulevards.
The estimated cost per household would be less than $21 a month.
The council also will hear a proposed resolution to the lawsuit between the city and the Gentlemen’s Club 70.
The city and the business had a long-running dispute over the location of adult-oriented businesses. The business will continue to operate at its current location until Aug. 1, 2011, and would then move into Pulaski County. The city will pay up to $10,000 to help cover moving costs and also pay fair market value for the building.
In other business: Basil Shoptaw will be reappointed to the Housing and Building Board of Adjustment and Appeals while Laman Library director Jeff Baskin will be appointed to the Veterans Memorial Advisory Committee.
